Brooklyn Chinese-American Association (BCA) implements the Head Start Program to meet the needs of low-income families and children with special needs.
The primary goal of the program is to enhance the overall development of the children - namely, their social, emotional, cultural, intellectual, cognitive, and linguistic growth - so that they will grow up into "whole" persons.
Therefore, the program aims at creating a nurturing environment and exploratory experiences for young children to facilitate their overall developmental growth; promoting early literacy and English language fluency and establishing a healthy foundation for learning to prepare children for school.
Comprehensive services are provided to children and their families by licensed professional consultants such as health services, mental health services and nutrition services.
The Head Start Program also establishes close partnership relationship with other community agencies to enhance services to children and families.
Head Start Program also emphasizes parent involvement and engagement.
Parents are encouraged to participate in inter-generational classroom activities and to serve as volunteers in the classroom so that they become active participants in their children's everyday learning and have better understanding of their children's learning and progress.
A Policy Council formed by parents has been set up to empower parents through involvement in the program administration and decision-making process.
